That one will if you turn down the graphics slightly. Talkin 512x512 ground, 70 or 80 on bike models. Hell you could run 100 on bike models if you used all stock models. That graphics card scores the same as mine on benchmarks and you have a slightly better CPU. I run RFG events all the time.

like i understand for this game you need buy good pc and add siper videocard and then it will work all fine

so i could get the 2nd one and turn down graphics and it would be great i will later get a better graphics card

That graphics card is fine. Hell, I use one that's pretty close to the same performance to get screenshots of the same quality as you see in the screenshot thread. Obviously I can't use the same settings in races with more than a few people though .
