how do i open saf files?

i have some skins downloaded and dragged into my personal folder. How do i open them, and how do i put them into the game? 
your not suposed to open saf. files thats what they are for.
is it a saf. file or is it a rar or 7zip archive ???
most skins you download is compresed with winrar or 7zip
so, do you have winrar or 7zip ???
did you even use the search function ???
