Im trying to sign up for hangtown or rfg site and it says this user does not exist?what do i do?

I'm gonna need some more info bud.... Where are trying to signup? What is it saying? Maybe your trying to signup for pro but only have a C licence ? Give me some info and I will try my best. (:
