Texture compression?
I sort of understand it basically, my question is does it give better graphical performance having it on or off

The only think I noticed was that it took longer for tracks to load, nothing else. I've left it off since.

The memory usage will be the same as going down a step on the texture resolution. It's debatable which between compression and less resolution looks better. IMO the compression doesn't work well on text and logos because of the color bleed and most of our textures have lots of text and logos. But it's easy enough to try both and use the setting that looks best to you.
