fps locked at 30

Hi, I just got a new laptop with a 9th generation i7 cpu and a rtx 2060 gpu, for some reason the game is locked at 30 fps no matter if I have the highest resolution and graphics setting or the lowest. I turned off v sync in the control panel, I dont know what else to do, can anyone help me?

nvm it was because battery boost was on and my laptop wasnt plugged in turned it off to fix the frame cap
