I've never been able to wrap my head around this. Here's a couple tests I ran.
A cube isn't a very good way to test since the angles are all the same. Here's a sphere with a white spec map with the alpha set to the numbers indicated.

I probably should have made it 4^(alpha/256)*4 instead of (alpha/256)*128 to be more linear and more effectively use the alpha range.

I think for me and most other content creators, the ability to blur the environment reflection either via a slider through an addon in the export script, or through maps (preferably maps) would be an extremely nice feature and would expand the realism and would also expand the amount of materials you would be able to create immensely.

It's explained with a few more ideas in this topic: viewtopic.php?f=15&t=53637
