Delay rd. 2

I bought a new(used) MSI laptop that has a 1060 so it should have no problem running sim. Read the delay thread at the bottom of the page so I bought a wired 360 controller in hopes it would change from my PS4 controller using BT. My game still has a couple ms delay and makes it impossible to be any good. All of the controls register and don't completely skip (shifting works every time but along with everything else, is a couple ms late). Thanks for any help!
