You must be looking for a server at an odd hour; plenty of servers have a decent amount of riders at any given time.
Most of the community plays online.

thank you! is there an easy way to download all of the tracks that are featured on a server?

As far as I know, no. However for previous year supercross and nationals tracks from RF you can usually download a single saf or zip of all the tracks.
