Turn framebuffer objects and shaders off, that should fix the low frame rate, and are you sure you downloaded the actual models? Not just the skins?

there is no "low frame rate" option, the lag you are referring to is not lag, lag is the latency between the server and you, single player = no lag. you have to restart mxs for those changes to take effect.

What CPU and graphics card are you running? Do you have the manufacturer's graphics drivers installed?

In the game, there should be some info at the bottom of the graphics/sound setup menu.

You definitely need to install drivers. Click the Windows Start button, click Run, type dxdiag in the Open box, and then click OK. Then click the display tab. That should show you the model and manufacturer of your graphics processor. Once you know that, go to appropriate site and install the drivers -

For ATI graphics chips go here:

For Intel graphics chips go here:
http://downloadcenter.intel.com/default.aspx

For NVidia graphics chips go here:
http://www.nvidia.com/page/drivers.html
