GET RID OF SERVER VOTING

I think almost everyone is tired of joining elsinore and the erode being on 10. You can never pass a vote to lower it with these idiots. It would just make for a better experience if the erode was just set to a number and couldn't be changed. No one likes riding a whoop section for the entire race.
