FPS drop playing multiplayer

I was playing Thunder Valley yesterday online with about 30 other people. I was getting 60+ FPS most of the game, but I would randomly drop down to 15-20 for about 5-10 seconds every so often. What seems to be causing this? My graphics weren't even set outrageously high either. Many thanks

My computer specs are as list: AMD FX4350
GTX 650TI Boost
8gbs ddr3 RAM 1600
