Issues with braking, shifting, clutch and throttle

I just started playing and multiple things are causing me issues. The shifting does not work, I go to shift up and nothing happens almost every time and when it does happen I cannot shift back down. the brakes get stuck on very often and I have to hit them multiple times for them to unlock, same with the throttle and clutch. I am not sure how to fix this.

Is this with a keyboard or a controller?

It is with a controller, I put it into auto shift as a way to fix it until I can figure it out, but I still have issues with the brakes locking, the controller works perfectly fine on all other games as well.

If you're using version 1.13 you might be better off with the snapshot update posted at the top of the general discussion section. 1.13 uses DirectInput exclusively whereas the snapshot can also use Xinput.
