What processor do you have again? If you have a shitty processor, but a really nice graphics card, wouldn't that possibly be the cause? Doesn't everything have to go through that?

I think the most likely cause is some process starting up and using a lot of CPU time or memory. If the CPU were the problem it would be slow all the time.
The only other thing I can think of would be something hanging/timing out in you networking drivers. If your DSL/Cable modem is connected via USB, you might want to try switching it to an Ethernet port instead.

If you really have disabled every background program and still have the problem, it might be worth reinstalling Windows.

I have same problem but im also running on a kinda crappy laptop my fps while be nice and consistant then bang it just starts skipping for like 15 seconds and sound gets crackly then goes back to normal

Also it might be your powersupply on your computer does your powersupply have the recommended number of watts to run your graphics card?

Power supply wouldn't be the issue, if he didn't have enough power his computer would restart every so often, I believe my brother had that problem with his first computer.

does it always run at 48% cpu? or only when it has low framerate.
cause if you have a dual core processor 50% CPU usually means you are using the full capacity of 1 core, which could cause problems too.
as far as I know MX sim doesn't have multi core support (correct me if i'm wrong).

If it doesn't, and something OTHER than MXS is using 48% of the processor, go into task manager and under processes, go to mx simulator, and change the affinity to the other core (probably core 2), that should help IF that's the problem.

He has to either eliminate whatever process is periodically waking up and lagging him, or run MX Sim at a higher priority level. Preferably the former since higher priority will only give it more CPU time.

I was only suggesting this because I thought what you are saying was already tried, so I was giving a second possible solution.
But I still don't get why he has problems running MXS, his hardware should be fine=/

I dont get it also ik bought this pc for mxs so i could run it easely but now this.
Some thing new also i can run online with 7 people fine with everything maxed and ground resolution to 128x128 but it still has spikes.
