Two questions regarding photoshop

1. Pen tool, I want it to automatically fill with color when I start placing the points, it isn't doing this but it was before I reinstalled photoshop. is there an option for this?

Also, 2. When I place a image or make a shape with pen tool, how do I make it where it automatically creates a new layer without manually doing it?
