Anyone know whats wrong? It will be then I want do alpha on the wheels.

plug in the map into transparency I would think. You cant just enable transparency and make it white.

I havent got a file on my computer right now, but I think this is how it goes:
Enable transparency, make sure it is on 'Z Transparency', and set 'alpha' to 0.
Then, go to the texture menu, and in the 'image' panel, click on the premultiply button under the image data (resolution and image type). Then apply the texture to both the colour and the alpha channel (in the 'Influence' section).
See how that goes
