what does Full Speed Lock, Restricted Lock Speed, and Restricted Lock Angle mean?

sorry for double post but also how can you like tighten the steering so its not as loose like how can you make it whip less and make everything more stable and not uncontrollable?

They control how much the steering range is limited at speed. You get the full range at "Full lock speed", and at "Restricted Lock Speed" it's limited to "Restricted Lock Angle".
If you want it more stable use a smaller angle.

For having tighter steering at/under full lock speed raise your steering damping a little, can also try lowering steering strength and max force.
