neckbrace help!

Okay so I'm trying to add a neckbrake to some of my gear.. on gimp I just opend the neckbrace then created a new layer then put the gear on it then exported it as a png but when I opened it in game there was no neckbrace? So then I tried to put both the gear and brace on the layer and still no neckbrace...
