Putting object/decals in blank track *HELP*

Hello,
I've searched for any help on how to put objects, decals, or billboards in my blank track. I really like creating tracks, but I can't figure out how to put the objecrs in. I've tried with just putting them in my personal folder, which that only worked for one pack. I would like to put in some banners, tuffblox, and acrebis stakes (all made by haggqvist), and the supercross stadiums that ddmx released. Please help me with this issue so I can get started on a track and make it cool. Thank you for your time and any help will be great!

You can also watch poidogs tutorials on youtube, they are pretty helpful if you are just starting out.

I watched poidog's video on decals and I figured it out, but I still don't know how to do objects and billboards. But I'll look in the tutorials section. Thanks!
