Offset going up and getting low fps?

Offset going up and getting low fps?
When I go online (sometimes) my offset will go up and then my fps will go to 8. Only 8 and it does go higher or lower than that. Then other times it is normal and I get my normal fps, this has only happened in the last few months. Any suggestions? Thank you:D

You need more than 8 fps. You're going to have to lower your settings or upgrade your computer.

I get a average 40fps normally, my fps just drops and my offset goes up. This only happeneds online

The game is using more virtual memory than your GPU has
