Lag Problem

Hey,
I bougth a new computer, its a good computer, but, mxs runs with lag in high detail, low detail, medium detail, and i cant do anything to fix this problem!
Someone know what i have to do ?

My last computer was a shit and runs this game with medium detail graphics

Last Computer :

1gb Memory
Dual Core 1.6 Ghz
Chip Express Family
168 GB HD

My new one:

4 gb memory
NVIDIA GeForce 8400GS
QuadCore 2.7 Ghz
1024 GB HD

i tryed, but this /togglefps dont work, but the fps is very very low, should be 2-10
