How can I stop these?

I share a computer with my parents and they always slow it down with shit. I always get ads and a bad running computer. Until I save up enough how can I get this pc running better and get rid of stuff like this:

Also in the first pic I'm referring to the underlined words, if i hover over them ads pop up. I also downloaded adblock plus but thats no help

What browser do you run and what plugin's is it running?

Google chrome. The only thing I have added is adblock plus

So when you check Tools<Extensions only thing you have "Enabled" is ABP? You scanned through your Programs and see whats installed there?

it can be some malware...my little brother downloads similar stuff all the time. Get AntiMalware (https://www.malwarebytes.org) run it and it will most probably find some problematic stuff on the pc.
