Offset is going wild

Offset is going wild
So Ive been awake for 2 days doing homework and stuff and decided to get on sim earlier to take a break. I raced about 7 races in 03 with no problem at all. I then went to town to get something to eat and when I came home I got back on. same server, 03. My offset kept shooting from around 30 to 20,000. I thought no big deal let me go reset my modem and router. ( computer is connected through powerline adapters btw.) That didnt work so I plugged in my wireless adapter and unplugged the eathernet. That didnt work either so I searched the forum and someone said turn down the graohics(I play on full) so I turned it down to about half. That didnt work either. I have no idea whats going on. I have 13 ping on a server nearby 70 down and 60 up.(no sim server played smoothly without slow mo etc btw.) I dont know why you would need them but here are my pc specs. amd a-10 apu(quad core), gtx 760, 8 gb ram.thats probably all you need. Im probably just to tired to figure out whats wrong but if it doesnt work in the morning maybe someone can help me out?

Check your HDD activity in Resource monitor. And check your task manger in processes.
Something is turing on and off i guess which creates the 30 to 30000 ms.

Same thing has been happening to me recently, my ping even goes up as well as the offset. There's gotta be a solution to this.
