TEXTURES GLITCHING AND OTHER PROBLEM

the textures on the track are glitching all over the place and im now at 43fps when im normally at max? please help.

also a couple days ago there was a big win10 update that took about 30mins to do and everytime i start up it says "msvp100.dll is missing" and i cant open up and photos on my computer just videos? any way to uninstall that update?

UPDATE:

i restored pc back to a couple days ago before the update on the 31/3/16. I went into nvidia control panel and somehow my vertical sync was on instead of off so i turned it off and no more glitching and low fps.

But i still have this "program can't start because msvcp100d.dll is missing" pop up

Looks like that's the debug version of the C++ library. Seems suspicious since you wouldn't normally ship a debug build. I'd remove whatever it is from my startup programs. Does it say what program requires that dll?
