MX Simulator

Hi, I've been playing for years on a junk computer and low graphics and have always been fine when it comes to lag (25-60 frames online with 15 players at times)
I just got a new computer with a lot better specs then my old one (intel j3710 processor, 1 TB hard drive, 4 gb memory, Intel HD graphics.)
I have tried to look up things to change to get more fps, but I have found no resolving fixes. I tend to run (at max) 20 frames. It lags horribly on time trial, multiplayer is horrible, and single player race is okay.
Any help is appreciated.
PS- I cannot turn off my V-SYNC. My graphics settings does not allow it, have tried multiple things.

I forget what to do but it's because you aren't running your gfx card you bought. The game's running off the shitty gfx card that came with the computer you have to switch something in mxs i forget what though.

I have a fps problem to but I only run 8-20 FPS on multiplayer but my pc sucks
