Track and Personal Folder Problem

I've been working on tracks lately, but I have a problem. I get all the statues and everything all decals together. I use editor in game. I've been trying things with photoshop, but I cant use photoshop with this problem because I cant go back and edit the terrain.png after I've opened the track in game once.. Once I get in game with my stuff, and I find that I want to add something else like another statue, I go back to the track file in the personal folder, but when I edit the track folder and add something or try to edit the decals or something, it doesn't save and when I go back to the game, it doesn't show up. I'm doing everything right with the files and stuff its just once I get on game with the track once, I can edit it in game. but after that I cant add anything else...... its making me so mad. I got this new computer; an hp brand new with windows 8.

Any help would me much appreciated.

Unless you're just forgetting to hit save, I have no help... Sorry bro.
