Try disabling Catalyst AI in the Catalyst Control Center.

ATI doesn't make this easy. How you disable it depends on the version of CCC you're running and which card you have. Check the following page for more info -

Unmarking ' Enable Surface Format Optimization ' & setting texture filtering to ' High Quality ' has the same effect as disabling Cat A.I. afaik, as it removes any optimizations.
Uninstalling any Catalyst Application Profiles should help as well, as long as you're not running a crossfire setup that is.
