i say the forms are set up so that the thread has to be approved by JLV or DJ before its posted u just make a thread the normal way and press post then it goes to JLV or DJ for approval then he either hits approve or not approved.

or have that unless your on a list of people how are not noobs and know when to start a thread so they dont have to get approved (ex. ddmx dj etc...)
