Any good free photoshop type programs

i kinda wanna make some skins and gimp for some reason crashes whenever i try to open it i dont have money to pay for anything right now soo any ideas on what i could get i dont want to do anything illegal also

I thnk Paintshop Pro is one i think thats what HV uses

I don't know if you can get Photoshop free, because you need a key for instaling it or something...
But now when i got my new computer can't i get photoshop downloaded into it
so i'm using Paint.NET so far.
Can't match Photoshop but it is ok
