Other ways to create tracks?

Other ways to create tracks?
I was wondering if anyone here knew about maybe another program or something that is less time consuming and a little easier to use than making tracks with the track editor or photoshop. I'm not really looking to make a playable track. Just something for design and to get a 3D visual representation.

You can 3D model them in programs like 3DS Max or Blender.

Earth Sculptor looks like it could work.
I need something that can easily be changed. I'm looking at redesigning an actual track so I need to be able to replicate it, then change it relatively easy.
