i bought Mx Simulator on my computer and I'm starting to build my new computer will I be able to register the game on my new computer without repurchasing the game?

The download link in those e-mails expires. If possible save the installer and copy it to the new PC. If not you can e-mail JLV when you're ready to install on the new computer and he can have the download link re-sent.
