my fps is bad and im and a desktop with just me its like 30fps then it goes to 8fps ive used slimdivers I have a good desktop and I clean my pc all the time to not use any space any help

My labtop lags on almost every track ive downloaded, some cases are minor and some are not, but it stops me from playing online because I get like 10 fps with a total of 3 people in the server with a simple stock track. All my setting are below 5 or 50. I cant even put graphics or gear on because it lags to much even when I'm racing by myself.
