Seems odd, why not let it flow through either behind or in front of the numbers? Looks strange how it is.

I thought that, the black on rear fender doesnt fit and the Spray Paint (what ever it is) pattern is blurred

Yeah that'd explain the white blob thing in the number plate. I guess he had to paint out other numbers or something... lol

Definitely copy-pasted. Why would anyone take the time to make such a nice graphic kit and mess up on making things symmetrical?
