Help! PC won't start up!

Okay so i REALLY hope somebody here can help me out!
I just got a new pc (have it for a week) and now it won't start up anymore. It basically starts up, shows the name of the pc brand and then I get a quick flash of a blue screen with a ":(" on it. I took a picture and it says:

There's a problem with the computer and it has to be restarted. Errors will be collected. After that the computer will reboot. (0% completed)

I hope somebody here can help me out cuz I payed a damn price for that thing where I couldve bought 4 shoei helmets for

Mind explaining what it was? I have never seen an error message with ":(" in it.

Windows 8 BSOD has ":(" in it, i guess they wanted to make it less alarming.

That's not as weird hearing that Windows 8 has something like that. Stupidest OS I've ever seen.
