I have the latest snapshot for the game, but when I add newer bike model skins they do not display or work on the bikes. My latest model bike is a 2013.

These are just models, just another model the skin show up on. The ones ingame you are referring to are "only" bike dynos. So until JLV add's new dynos into the game, we're stuck with 2013 dynos.

Thanks for the feedback, I'm still a little confused, so all the skins for bikes 2014 and up will not work?
Well all bikes will work. Let me put it this way. Ingame you have different dynos, how the bikes power is laid out. Then you download a shape and a picture for the shape (that is a custom model) and that shape will appear under any of the available dynos. If that makes more sense. So you can download and run a 2016 450 Shape (model) on a 2006 YZ250F. You just need to change the file names. Most bikes are under RM125, YZ250F(2009), SXF250(2009), RMZ450(2011 or 2013) since those are the most common dynos used. If that makes sense
