It looks like you're way ahead of where I was. It looks like you might have some weights messed up in the waist area. I found that sometimes it's easier to use editmode to set weights instead of weight paint mode. It's easier to be sure of which vertices you set in editmode even though it's more awkward to set them.

I know I'm asking a lot of questions, but should the waist be weighted? Should the elbows be weighted? Right now the only thing I have weighted is the left arm which is pure red because that's the only thing that was weighted in the example rider.blend.

Every single vertex needs a weight. You generally want to assign it to the closest bone or a mix of the closest bones. When you're in weight paint mode you should be able to switch bones by selecting the different bones in the armature. First set the armature to pose mode then switch to the rider and set it to weight paint mode.

I'm missing something. I didn't even have the armature to work with. Was it supposed to be in the rider.blend file or did I miss something? The armature modifier was set to vertex paint so I guessing that there isn't an acutal armature model per say. Should joints be weighted heavier than mid sections?
