All he did was turn Vsync off in that video, its not actually any optimizations or anything.
Don't run your model textures over x256, turn roost way down as it eats up alot of CPU, and never run 10/100 for races as you'll always want it to be able to step down model/texture levels for distance. Meaning, the bike 5ft and 500ft will have the same model/texture detail when that's totally unnecessary because you can't see both the same, step it down to atleast 9/90 so the game can step down details the further something is.
