Turning down the graphics settings might help. Installing the drivers from the ATI/Intel/Nvidia could help too. It could also be a background process stealing CPU time.

You could try this too: http://www.iobit.com/gamebooster.html It closes background programs while you play the game and once you close it it will open everything that was running back up. I use it all the time and it works great.
