gtx770 fps problem

So i just got my 2gb gtx770 acx superclocked and every game i play no matter what, i always just get 60fps regardless of graphic settings. I've been researching this and some people we saying its possible the cpu i bottle necking the graphics card. However its a fx-6200 6 core running at 4.1ghz, so it really makes no sense on that part. Even on sim I only get 60 fps but its stable and doesn't drop or increase. I know with this card i should be getting around 100 fps or so maybe 150 idk. So does anyone have any idea of what the problem is here? Clearly it isnt running at max, but why?

GO to your Nvidia control panel and turn off vsync
