Making A U.K Server?

Every server I have been in my PING always goes to like 1000 and I start getting slow motion? I'm wondering wether it's something to do with the server is hosted in a different country? If someone would make a U.K server that would be awesome..

I live in Sweden and I "only" have 100-130 in ping (with american servers) so I would assume that it's your ISP slowing you down.

I was toying with doing this at some point but i'm not sure how hands on it is!! I'll look into it and if i decide it's doable, i'll let you all know!
