hey guys I really need help im just starting mx simulator but before I do anything what's the best computer setup for it im a console guy going to pc

If you want to use it for games getting an i3/i5 and spending any left in the budget towards the graphics helps a ton. In your price range I'd go for an i3, it won't bottleneck much performance even if you go with a really beefy one.
