I recently started trying to make my own server. i did everything i wanted in the args that i wanted and ran the server. it said everything was working and when i put in my public ip address it just says contacting server for the entire time. please help!!!

That is because you haven't port forwarded. 127.0.0.1 is your localhost, which every computer has, so only you can connect to that address. I have a video here of how you port forward. Your routers interface probably looks different, but you'll get the settings from it.
