If you maxed out all the settings in the advanced graphics settings menu, try selecting the high detail presets instead.

Are you sure you installed new graphics drivers correctly?

The CPU is fine. Try turning off demo recording.

It might only work for software that uses Direct3D. It could also mean you're getting software rendering. If I were you I'd try installing the graphics driver from AMD's site. You could also try the driver cleaner that YZ links to in this topic.

The AMD OpenGL drivers are slower than NVIDIA's drivers, but they should still be good enough. The card should easily be fast enough.

The AI really eats a lot of CPU, so 40 AI riders is not a good representation of how fast it will go online. How many FPS do you get when you pause it?

I'd expect your system to be at 125 FPS when it's paused. You might want to go into Catalyst Control Center and reset it to the defaults. It's also possible for missing motherboard chipset drivers to slow things down.

Also, with that system you want shaders on. "normal" or "high detail" should do it. It will be faster and look better that way.

I have already tried it with the default settings and I have tried all drivers.
but nothing changes nothing! it is as if the video card is not present
you're right with this card I should be able to play at high details safely.
I make an example Battlefield3 90 fps in ultra details
if it was a driver issue would not work even in bf3
then I think it's a compatibility issue with mx simulator
however short will replace the processor and motherboard and I hope it goes better

It's definitely using the video card. With software rendering you'd be down in the single digits, maybe not even 1 FPS.
