paint cannot read files

Whenever i try opning a folder to download skins, paint says it is not a valid bitmap file, or that it is not currently supported. Is there any way to fix this? or does anyone know of a different program that works to open things?

If you download a .saf file, you're not supposed to open it. If you download a .psd file, photoshop is the program to prefer. Gimp may be able to open it.

I thought when the option to open or save the file appeared on the bottom of the screen you clicked open? I don't have photoshop and the GIMP that i looked at costs money. Any other ideas?
