Recent FPS issue

As of recently I've experienced FPS lag that makes me turn this game off. I've tried everything I can think of to fix this issue including a complete reinstall, cleaning out personal folder, setting graphics way below where they use to be, and downloading lower resolution track packages.

My current setup is:
i5-4690k
GEFORCE GTX 970 OC'ed
8gb of DDR3 ram
Aspire motherboard
cx750 power supply (I think, not at home ATM)

Last year I was able to download the highest resolution nationals and run my graphics at the 256x256 with sliders close to maxed out. Detail was at 9 for both and 800-900 for both as well. With these settings I'd be locked in at 125 FPS. This year I am getting 30 FPS on the medium resolution tracks after about 2 minutes of playing. Very frustrated and has caused me to miss the first two RF nationals.

If you can think of anything that I could try to fix this please let me know!
