any body now a good computer that will run mx sim on meadom graphics online with 40 people good and wont lag for a cheap or reasonable price im thinking a desktop around 250 dollars.

id say $500 is the minimum price you would be able to pay to meet those expectations. With that said, my old ones for sale

The Windows OS itself is $80-100 so if you do find a good one for $250 please come back and share your results. You either need to reevaluate your wants and needs or save up a little more.
