Ground mipmaps enables/disables the use of mipmaps for the terrain. Mipmap definition is here.
Framebuffer objects let the game render the terrain textures directly instead of drawing them in the back buffer and then copying to the texture. This lets it use more resolution and is faster in some cases.
Both options are disabled by default because a lot of graphics drivers have buggy support for those features.

This should be added to the FAQ, they are foreign options to a lot of people.

Not yet, but I've added a new mipmap related feature. If the image has [mip_max_apha] in the image comments, it will use the maximum alpha value instead of the average value for the downsampled textures.
