Strange Shader Problem?

So i was just at the Jack in the Box race and in the middle of the main i noticed my shaders were on. So i assumed that was the lag problem. So durring the main it got bad so after it i exited and came back in with no shaders on. (Restarted the game and everything) But when i went to race with my shaders off, they were still on. I went to see if it sais that shaders were on and it said they werent. Any help?

JLV, if you could help me out, it would be greatly appreacated. And i think it has something to do with the shaders coming on as default.

From what you described, the shaders are off. I don't see the problem.
