Use the "Radial Blur" when you do that. Use the lasso tool to select the wheel,

and make sure the wheel blur is proportional to environment blur so it doesn't look funky.

Looks like you used the smudge tool or something.

The terrain outside of the fencing looks like the Honda Test Facility, but the actual track looks different to me :|
