I like the second one, I don't like the random floating sun flare though, doesn't make much sense.

they are both way too blurry, and it is near impossible to use a lens flare without it looking really stupid and out of place
and if you want to make the wheels appear to be spinning, you should use radial blur

oh i used motion blur because it sounded kind of obvious

Use motion blur for the rest of the image, then use a layer mask to take out some of the blur on the rider. Then use radial blur for the wheels.
