Blank Track and textures

I have a blank track in my personal folder but it's not the updated version. I've been searching for it all night, could someone point me in the right direction as to where I could download it? Also all of my textures turn up just white in the editor, could someone explain how to fix this?

Im pretty sure the first blank track has decals in it....
